Implement execution node caching with `--experimental_remote_analysis_cache`. This change serializes and uploads all ActionLookupData and Artifact nodes to the fingerprint value service. This adds the SkyValueRetriever step to ActionExecutionFunction and ArtifactFunction, similarly to ConfiguredTargetFunction and AspectFunction.
