Add --experimental_oom_sensitive_skyfunctions_semaphore_size to configure the semaphore in ConfiguredTagetFunction. This is the first step towards potentially removing this semaphore and replacing it with the dual-pool setup (--experimental_skyframe_cpu_heavy_skykeys_thread_pool_size). PiperOrigin-RevId: 372311890
