Remove //tools/build_defs/pkg:pkg_rpm from Bazel. Fixes https://github.com/bazelbuild/bazel/issues/11218 There has been a depreaction warning about its removal since 2029-07-17. RELNOTES: //tools/build_defs/pkg:pkg_rpm is no longer built in to Bazel. See https://github.com/bazelbuild/bazel/issues/11218 for instructions on how to migrate to the replacement.
