Replace `xcode_config_alias` native rule with Starlark builtin. The native rule is implemented in terms of `AliasConfiguredTarget`, which isn't available in Starlark. The new implementation works by forwarding the providers of interest from the late-bound `_xcode_config` target, so it is still functionally equivalent.
