Mark collection of expanded tree artifacts in `ArtifactExpander` immutable. The collection of expanded tree artifacts in `ArtifactExpander` is immutable for each tree artifact (`ImmutableSet`). Change the type to reflect that. PiperOrigin-RevId: 337542025
