Encode remaining environmental execution failures with FailureDetails EnvironmentalExecException now always has details. Applicable failure modes in SymlinkTree management, include scanning, remote execution, and CPP actions now use FailureDetails. RELNOTES: None. PiperOrigin-RevId: 315833077
