Make the max_idle_secs test resilient to timing issues. Do not use a sleep to verify if max_idle_secs works. Instead, actively wait for the server to exit within a reasonable amount of time and then verify that a new Bazel command restarts it. RELNOTES: None. PiperOrigin-RevId: 235049574
