Increase the number of FilesystemValueChecker threads in tests back to 200. https://github.com/bazelbuild/bazel/commit/5aaceb58560da18300576ebebc332fe23e9a0622 reduced it from the old default (200) to 20 since we thought it is not necessary to use a higher value in the tests.
