remote: added REMOTE documentation category. Docs for 'bazel build' are already quite difficult to read, ?miscellaneous/uncategorised" section is particularly disordered and big. Therefore remote flags are moved into separate category. Part of #7205 Closes #7811. PiperOrigin-RevId: 240521354
