Enable Bazel tests on RBE on Ubuntu 16.04 Let's run Bazel tests as part of the critique presubmit on RBE. This only enables RBE on Ubuntu 16.04 to test speed and reliability. We'll eventually want to migrate all platforms to RBE. RELNOTES: None PiperOrigin-RevId: 257763968
