Annotate R and transitive fields when --annotate_r_fields_from_transitive_deps is set This integrates with https://github.com/bazelbuild/bazel/commit/c4830bbcfc9d04113cc857b017339b1754ba490c so that this is triggered when: features = ["annotate_r_fields_from_transitive_deps"] is set in a rule context.
