Open-source some more serialization codecs, and create a PrecomputedValue codec. Since PrecomputedValues can contain any value, give them access to an ObjectCodecs instance so we don't have to have a whitelist inside PrecomputedValueCodec. PiperOrigin-RevId: 168624137
