Remove makeLabel helper function and call Label.parseAbsoluteUnchecked I'm breaking up https://github.com/bazelbuild/bazel/pull/13246 into smaller changes: this one is a pure inlining. Closes #13256. PiperOrigin-RevId: 364630488
