Bazel DocGen: Update Skydoc with links to the new Bazel site at https://bazel.build/ Existing documentation generated by Stardoc will continue to be valid since we've redirected the old URLs to the new locations. However, going forward we should use the correct URLs. PiperOrigin-RevId: 431019912
