Prevent stack overflow in `Starlark.getStarlarkType` on self-referential values

The tricky part is that we want to propagate the `StackOverflowError` when `Starlark.getStarlarkType` is invoked recursively through a container type's `getStarlarkType`, so that we can catch it at the outermost layer. Otherwise, we'd get a useless and expensive nested doll type with N-1 layers (where N would cause stack overflow).

Ideally, we want the type to be the "Any-version" of the outermost layer. Currently this works for types that are supported by `CallUtils.getStarlarkBuiltinAutoType`, e.g. Bazel's `struct`. Fixing it for basic container types (`list`, `dict`) would require a small bit of follow-up work (bundled into the native provider type support).

Working towards #27370

Bazel

{Fast, Correct} - Choose two

Build and test software of any size, quickly and reliably.

  • Speed up your builds and tests: Bazel rebuilds only what is necessary. With advanced local and distributed caching, optimized dependency analysis and parallel execution, you get fast and incremental builds.

  • One tool, multiple languages: Build and test Java, C++, Android, iOS, Go, and a wide variety of other language platforms. Bazel runs on Windows, macOS, and Linux.

  • Scalable: Bazel helps you scale your organization, codebase, and continuous integration solution. It handles codebases of any size, in multiple repositories or a huge monorepo.

  • Extensible to your needs: Easily add support for new languages and platforms with Bazel's familiar extension language. Share and re-use language rules written by the growing Bazel community.
