remote: Proactively close the ZstdInputStream in ZstdDecompressingOutputStream. ZstdInputStream hangs onto some native memory, which should be released as soon as ZstdDecompressingOutputStream is done being used rather than when the finalizer runs. Closes #15061. PiperOrigin-RevId: 438521302
