Treat symlinks the same way as non-symlinks in ArtifactFileMetadata.

Before this change, there could be two cases:
1. It's not important whether the file is a symlink or not. In this case, this change is correct.
2. It is important whether the file is a symlink or not. In this case, HEAD is already incorrect, because Blaze only takes the result of readlink() into account, even though there can be multiple levels of indirection.

Tests say it's (1).

I also removed #isSpecialFile() as a drive-by fix and changed #getFingerprint() to use the file type in FileStateValue directly instead of through Boolean getter methods.
