Remove the notion of fully static linking mode from bazel Bazel will no longer scan linkopts for '-static', and will never use flags in CROSSTOOL coming from linking_mode_flags.FULLY_STATIC section. Use 'features = ['fully_static_link'] feature instead. RELNOTES: Removed notion of FULLY_STATIC linking mode from C++ rules. Use 'features = ['fully_static_link'] instead.
