Rename NativeLibsZipsInfo to AndroidNativeLibsInfo. Expose AndroidNativeLibsInfo constructor to Skylark. Marked as undocumented, since this provider will we replaced with a provider implemented in Skylark once all rules are migrated. RELNOTES: None PiperOrigin-RevId: 186072410
