Populate the configuration field for target_complete events produced by aspects. TargetComplete events constructed by aspects are slightly different than regular TargetComplete events. Such construction was omitting the configuration field which is necessary for IDEs to understand the configuration of a particular target. PiperOrigin-RevId: 236385593
