Always include transitive closure of resources in resource_files.zip https://github.com/bazelbuild/bazel/commit/fa769d1096e23654fcaae85036f46d95921bde1f unintentionally pruned these for consistency. Despite the similar names, AndroidResourceMerger and AndroidCompiledResourceMerger serve completely different purposes: * AndroidResourceMerger - wrap transitive closure for AARs and legacy aapt1-based validation of android_library (AndroidResourceValidator) * AndroidCompiledResourceMerger - construct R classes This CL ensures that AndroidResourceValidator continues to work when features=["android_resources_strict_deps"] is used.
