Move `ActionInputHelper` to a separate target. Move `ActionInputHelper` out of `//main/java/com/google/devtools/build/lib/actions` so that it can be used without taking dependency on it. Move `ActionInputHelper::actionGraphArtifactExpander` to a test-only helper library. PiperOrigin-RevId: 381029208
