Pass `TransitiveOptionDetails` to `ConfigurationTransition#addRequiredFragments`. This way `StarlarkTransition` does not need to build up a mapping from option name to class. Additionally, remove the unnecessary `BuildConfigurationOptionDetails` shim in favor of making `BuildConfigurationValue#getTransitiveOptionDetails` public. It was designed to limit visibility via its build target, but its build target uses the same package-default visibility as `BuildConfigurationValue`. PiperOrigin-RevId: 407696963
