Activate the new derived artifact path when --experimental_sibling_repository_layout is set. The new path changes the roots of derived artifacts created from external repositories to $EXECROOT/bazel-out/$REPO/$CONFIG/bin/<path>. PiperOrigin-RevId: 340467326
