Use failure details in QueryEnvironmentBasedCommand Adapts its usage of ExitCode to add FailureDetail values. Failure modes detected there, or received there from elsewhere, now have corresponding codes in failure_details.proto. QueryRuntimeHelper now defines an exception that specifies a fine-grained code describing what failed. RELNOTES: None. PiperOrigin-RevId: 309977876
