Change how we match local xcode versions with remote xcode versions. Previously we find mutual xcode versions as long as their alias overlaps, which causes bazel to pick xcode of different patches that do not exist on both sides. We assume the version alias for each xcode in local xcode config could be less granular than it's own version. And it could be either way for remote xcode.
