JavaRuntimeInfo no longer extends ToolchainInfo. Instead, the toolchain is provided in a field on ToolchainInfo, called "java_runtime". TESTED: Bazel downstream tests are clean: https://buildkite.com/bazel/bazel-at-head-plus-downstream/builds/1969 PiperOrigin-RevId: 365016074
