Migrate almost all Skylark global modules to skylarkbuildapi There are still a few global @SkylarkSignature-annotated top-level objects that need to be migrated in SkylarkRuleClassFunctions, but this migrates everything else. RELNOTES: None. PiperOrigin-RevId: 195652038
