Enable android_sdk_repository to read the $ANDROID_SDK_ROOT environment variable. FIXES #13612 RELNOTES: android_sdk_repository read $ANDROID_SDK_ROOT in addition to $ANDROID_HOME. PiperOrigin-RevId: 435745046
