external.md: fix section on "caching" For bazel to decide on whether to refetch a repository, only the definition of the repository matters, not the WORKSPACE file. - the definition itself can be loaded, from a separate `.bzl` file, so a refetch is necessary without the WORKSPACE file changing. - a change in the WORKSPACE file might only affect other repositories, so a given repository might not be refetched, even if the WORKSPACE file changes.
