Clean up BlazeServer interface and contents

Some minor cleanups to reduce surface area and make it more obvious what
depends on what. This is me getting ready to split BlazeServer into separate
classes for server-process management and client interaction. This should make
it easier to fix the shutdown-when-not-responsive bug, get rid of
GlobalVariables (server pid will move to the server manager), and generally
maintain the code...
