Avoid pointless exception wrapping. SpawnRunner#exec is already allowed to return a ForbiddenActionInputException, which is converted into a UserExecException in AbstractSpawnStrategy#exec. The wrapping provides no useful context, as this error occurs during input prefetching, which is independent from sandboxing.
