Consider an analysistest bit update as not a no-op. The goal of https://github.com/bazelbuild/bazel/commit/a7a0d48fbeb059ee60e77580e5d05baeefdd5699 was to make it so that "no-op" transitions didn't affect the output directory. This mistakenly overgeneralized to analysistest transitions where the actual starlark transition is a no-op. These still need to have a new output directory because analysistest transitions set a special bit that affects errors and providers.
