Add flag to use R.txt from resource merging for creating top-level resources.jar When --experimental_use_rtxt_from_merged_resources is enabled, the symbols defined in local resource.jar files will be exactly the same as the ones defined in the top-level resource.jar. In particular, this means that "android_resources_strict_deps" affects both local resource.jar files as well as the top-level deploy JAR. PiperOrigin-RevId: 272769323
