[8.8.0] Don't synchronize `RemoteExternalOverlayFileSystem#getInputStream` (#30829) ### Description ### Motivation Synchronization is unnecessary as individual methods called by this implementation are already synchronized. It is also harmful since `getInputStream` awaits a network transfer.
