Move xbinaryfdo feature from CppActionConfigs to crosstool. apple_crosstool and android_crosstool don't recognize the profile format of xbinaryfdo and will report errors. We want the xbinaryfdo feature to be effective only when default crosstool is used. RELNOTES: None. PiperOrigin-RevId: 216232472
