Implement special path handling for locating builtins root

This adds the values %install_base% and %workspace% to --experimental_builtins_bzl_path. %install_base% means to use a well-known path in the Bazel install base directory, while %workspace% means to use a well-known path rooted at the current workspace.

A (flag-guarded) _builtins_dummy symbol is added for the benefit of the new shell integration test and, in a follow-up, a test that BuildViewTestCase can see the correct builtins bzls.

The %install_base% value is not yet compatible with PackageLoader, though this will be fixed in the follow-up.
