Package.Builder: allow getting repository mapping

When reading the workspace file, the registration of tool chains and execution
platforms has to take repository naming into account. Some renamings, however,
are discovered late: the mapping of the workspace name for the main repository
to the canonical name '@' is only available once the 'workspace' command is executed.
While the 'workspace' command always has to be the first command of a workspace file,
an execution platform can be registered already in the same chunk. So we have to take
current state of the builder into account and cannot rely on values built earlier.
Allow this by adding an appropriate getter function.
