Precomputes and stores split transition results for null configuration dependencies in ConfigurationResolver#resolveConfigurations so that RuleContext#getSplitPrerequisiteConfiguredTargetAndTargets does not need to execute split transitions in any cases. PiperOrigin-RevId: 309053703
