Do not enable --start-lib/--end-lib in cc_configure when not supported This fixes a bug introduced in https://github.com/bazelbuild/bazel/commit/2d0e27e8bc7452758e8f50b51fd470efb8111e1f#diff-cf873f2af2874509189b6bdaa0afd453.
