A few FilesystemValueChecker improvements. - Pass possibly-modified keys around as a Collection rather than an Iterable. - Remove an atomic that counted the possibly-modified keys. - Use a lambda in getDiff. Closes #10585. PiperOrigin-RevId: 299310888
