Enable include_json_profile for bazelbuild/bazel postsubmit This PR enables [include_json_profile](https://github.com/bazelbuild/continuous-integration/tree/master/buildkite#exporting-json-profiles-of-builds-and-tests) for bazelbuild/bazel in postsubmit. Closes #8442. PiperOrigin-RevId: 249445665
