bazel syntax: fix bug parsing load statements Previously, the parser would reject "x=1; load(...)" or "load(...); x=1". (The .bzl formatter will replace those semicolons with newlines, though.) This change treats load statements as "small statements", just like return statements and function calls (which are a special case of expression statements). (The comment removed from the validator test was incorrect. The assertions added in commit 7433b1c83a2270d6a6f67118a26ea1d300f52390 passed spuriously because of the stateful error collector: the first two assertions produced the expected error, but the third and fourth calls did not, yet they observed the stale error.)
