Replace getOutputDirRelativePath() calls in CcCompilationHelper with getRepositoryRelativePath() strip_include_prefix doesn't support paths including workspace roots, so we can just rely on package fragments and repository relative paths when handling it. PiperOrigin-RevId: 333727216
