Remove stale links from Bazel's javascript resources - typescript rules are now part of rules_nodejs - API docs for ts_library, karma_web_test_suite, jasmine_node_test and others are linked from there - the wiki on angular-bazel-example is being ported to angular.io - will update this page again when we have a place for it PiperOrigin-RevId: 244852936
