bzlmod: SelectionFunction (https://github.com/bazelbuild/bazel/issues/13316) This SkyFunction takes the result of DiscoveryFunction and runs MVS on it, resulting in a dep graph that contains only 1 version of each dependency (the highest requested one). PiperOrigin-RevId: 381844359
