Switch the default for --incompatible_package_name_is_a_function #5827 RELNOTES[INC]: --incompatible_package_name_is_a_function now defaults to true. The magic values PACKAGE_NAME and REPOSITORY_NAME are no longer exposed. PiperOrigin-RevId: 211789425
