Upgrade rules_kotlin to require less transitive dependencies for bootstrap bazel https://github.com/bazelbuild/rules_kotlin/issues/1106 is now fixed. Closes #23265. PiperOrigin-RevId: 662540411 Change-Id: I21e2d05bd5e4ad577819c9d7e90ddfa4260f66c9
