refactor: remove misleading RuleClass#addOrOverrideAttribute Despite the name RuleClass#addOrOverrideAttribute does not allow overrides of attributes. It's semantically equivalent to RuleClass#addAttribute. The method is misleading at best. Remove it. Closes #11026. PiperOrigin-RevId: 306466794
