Run the Bazel bootstrap test in C++17 mode Most of Bazel code already builds in C++17 mode (https://github.com/bazelbuild/bazel/commit/ba38aa25b674a2fd339b4d6cfce4abf073542d0a) but the bootstrap test does not.
